Non-Personal Data Governance Framework:

A committee was constituted by the Ministry of Electronics and Information Technology in September 2019 to look into the issues related to the Non-Personal Data (NPD). The Report was submitted by the Committee in July 2020 and it suggested some recommendations.

Key Recommendations

Following are the recommendations that are given by the Committee;

1. Regulation

It suggests creation of modern framework for economic benefits along with the encouragement of startups in India and to provide them with incentives for innovation and new things.

2. NPD and types of NPD

It has classified NPDs into 3 categories that are;

a. Public NPD

b. Community NPD

c. Private NPD

The sensitivity of NPD further relates to the national security, collective interests, confidential information, etc.

Further, there are some key components of the NPD which are:

1. Data principal

2. Data custodian

3. Data trustee

It further states that since the Public NPD comes from Public resource, it should be considered to be a national treasure. The data sharing has also been recommended by the Committee in the following 3 ways/types:

1. Sovereign purpose

2. Core public interest purpose

3. Economic purpose

Conclusion

Thus, as the data is valuable it has to be protected and regulated in a proper manner and therefore various recommendations are made by the Committee.
